G. Harold Duffey lying about belonging to ICMA, Brentwood City Council, October 28, 2025

When challenged on ethical concerns regarding his past, in his first act as Brentwood City Manager, G. Harold Duffey urged the Brentwwod community to "move forward" and cited his membership in ICMA and being subject to the ICMA Tenets of Ethics was proof of his integrity. Just one small problem- Duffey does not belong to the ICMA. 

 

***NOTE: After being exposed and called out for his lies about belonging to the ICMA after his recent appointment as City Administrator in Brentwood, Duffey subsequently actually DID join the ICMA. The ICMA will not investigate complaints about Duffey prior to his recent membership as he was not under ICMA jurisdiction. When Duffey lied about belonging to ICMA when he did not, he was not under ICMA jurisdiction (for the past 4 years in fact) and their Ethical Tenets cannot be applied to his actions. How do we know this? Because we reported him to the ICMA and this was their response!

G. Harold Duffey lying at Brentwood meet and greet about being 7th City Manager in 4 years at Compton

At the October 20, 2025 meet and greet with the Brentwood community, G. Harold Duffey claimed that he was the "7th City Manager in 4 years" at City of Compton, and that subsequent to him the was "another 5 in 3 years". So Duffey claimed Compton had 12 City Managers in 7 years. The record actually reflects that Duffey was the 4th City Manager in 4 years when he was hired and then at most 4 City Managers in the next 3 years. However, this is being generous and counting interim appointments not expected to be permanent. This might seem relatively minor but is indicative of Duffey's proclivity to exaggerate and spin, always to inflate his track record and pump himself up. He never seems to err on the conservative side. You have to fact check literally everything that comes out of this guy's mouth.

Duffey was the 4th City Manager at Compton in  4 years not the 7 th as Duffey has publicly claimed:

1. 2007 to September 9, 2010 Charles Evans
2. Sept 9, 2010 to September 28, 2011 Willie Norfleet
3. October 3, 2011 to January 14, 2012 P. Lamont Ewell
4. July 2012 to September 2014 G. Harold Duffey

Following Duffey there were 2 permanent City Managers, and 2 interim City Managers, not 5 as Duffey has publcly claimed:

1. ** interim City Manager Johnny Ford due to Duffey being fired, this was not permanent
2. October 21, 2015  to July 27, 2016 Roger Haley

3. **interim City Manager Jerry Groomes due to Haley being fired, this was not permanent

​4. January 2017 to   August 10, 2019 Cecil Rhambo

Here is a link to an October 20, 2025 meet and greet with Duffey at the City of Brentwood. I was just made aware of this video. In this video he actually again makes the claim around the 26 :00 minute mark that the City Manager belongs to ICMA and therefore he cannot recommend politically influenced decisions as it would violate the ICMA Ethical Tenets. He again makes the claim of belonging to the ICMA at 35:00 minute mark. This is in addition to his claims made of belonging to ICMA at the October 28 City Council meeting noted above.

​Duffey, pretending to be an expert on Illegal Dumping at IDCON24 (Illegal Dumping Conference) made a presentation titled "Where is All This Stuff Coming From? It is ironic because Duffey seemed to not have a good grasp of this subject. Under his "leadership" of Oakland Public Works and the Illegal Dumping unit, illegal dumping in Oakland increased astronomically. Also, get ready to meet his dog "Boomer"
